Pretty much just 'silly internet number'. I wouldn't read too much into it in most cases.

Technically, you get ranks through it, but that system is mostly undercooked and ends quite early, not to mention that contest winning gives you a custom rank, making any reaction score gained one pointless
Well, still works better than the Points system, which still doesn't have any usage

Honestly hate to think of Barts after I went to bed they apparently went after him on everything and I do feel bad cause I was the one that made him got him noticed in the first place
