well he is very much alive, as confirmed by @Angry_Panda and myself.

regarding who counts on the tier list, i think that even currently 'inactive' regulars are worth throwing on there—i consider the tier list as 'if every regular were reasonably active indefinitely, in which order would they be banned?'
