Undertones is when the story isn't mainly about (yuri) but it exists in the background if you pay attention to it. Yuri bait is anything that looks yuri but it's not from the genre, they simply put characters in a panel/scene in a suggestive manner but it turns into nothing. And then, when a series is labelled as yuri you can have everything, nothing or something in between, but as the matter fact they intend to showcase it as such. For instance, Lyro-Reco is yuri for me and every single doujinshi artist that makes it a reality because we have yuri goggles. Instead, Hibike! Euphonium is yuri bait because the author puts in that illusion but there's nothing actually in there. And here, an example of a series that it's tagged as yuri in MangaDex but it's an entire joke:

I was mostly referring to [action adventure story] where the main character has a love interest but the actual story is about saving the world or whatever.
