The goat could be representing some lingering power of the forest god, or it could be that these powers are based on the zodiac signs. Our protagonist being Capricorn and the other dude we've seen with the glass of water being Aquarius.

The author really could make plot twist that Julian actually died in the ship. But Diana survive, her survival bless Julian to keep aliveDiana was blessed of Sea Goddess (ch.1 last panel she has the marks).
She also said "wawah" to the invisible goat and I saw someone thinking that "wawah" was a baby-talk version of "father".
Also Tentaclussy promised that Sea won't harm the blessed. And guess what, Diana never got hurt from it and the Sea Demons. Even CH.2 she instantly stopped crying when Julian used his powers. I would say that she even started being happy when she felt the power. At the same time Julian mentioned his body changing from the power. He also suspiciously choose to build a house near the sea, like he unconsciously couldn't bear being so far from it.
IMHO he's a Guardian(demon in the making) of true blessed(or vessel) of Sea Goddess, and that is Diana.
She's also pointing at the Prophetess and Angvall like she's saying "kill them".
