Why would they dissolve them? Devils still are a menace to the civilian populace, so you need people trained and equipped to handle them. Unless they were spectacularly underperforming, it would a be waste not to use the institutions, personnel, and material already built up - and that does not seem to be the case. People like Kishibe and Yoshida seem competent enough - we've seen them handle CQC against devils with ease - and even a fairly fresh Aki with Kon was able to deal with weaker devils. Public Safety also has stuff like the future- or the curse devil lying around.It's pretty inconsistent that Public Safety are always incredibly organized and competent when Denji isn't involved, but a clusterfuck and short on staff when he needs them. Also we were lead to believe the entire organization and government of Japan was being puppeted by Makima, so I would think the first thing they do with her gone is completely dissolve the official Devil Hunter program.

Sure, them suddenly dropping the ball whenever Denji is involved is a bit of a plot contrivance, but to be fair, it still makes some sense in-universe - Denji gets targeted by above-average-crap all the time.
