Even if it was shown for one scene, there was a comitee of some people who to Makima reported. Probably the head of Devil Hunters. While She was was alive, Makima probably controlled them. It would have been stupid to dissolve them because the Devil threats only increased and 2 years happened since Makima's death, so they had time to put their shit together. When you say-when they need him-are you talking about the Devil Hunters lead by Makima or without Makima, because if the former, than maybe Makima just wanted Denji to have as much of a hard time she could afford.It's pretty inconsistent that Public Safety are always incredibly organized and competent when Denji isn't involved, but a clusterfuck and short on staff when he needs them. Also we were lead to believe the entire organization and government of Japan was being puppeted by Makima, so I would think the first thing they do with her gone is completely dissolve the official Devil Hunter program.
