Chapter Report Corrections

We need a way to correct or delete reports... there could even be a 5 minute timer on the feature if you're worried about people doing stupid things with this ability.

backstory time.

I go to read a series in my updates feed, and see this...

So I go report Ch19 as "no volume number".... however, it was actually in Volume 4.

So now I report Ch20 as "Wrong volume number??" and include an apology for reporting 19 as no volume, because it has a volume, but that it's alone in vol4 while ch20 is back in vol3.

Obviously I jumped the gun on reporting Ch19 as no chapter just because it was alone above the newer chapters... I just wanted to immediately correct the report before anyone saw my mistake
