Yup, they fall behind multiple chapters (currently 16 chapters behind the raws) don't update for months multiple times then suddenly update shortly after someone else updates, it seems TOOR Scans is following the GDS model

I don't recognize GDS but I have seen this behavior predominantly from LHTranslations. They are NOTORIOUS for it. A couple of people and I called them out for stockpiling chapters and only releasing them when someone uploads even long after the unwritten 3-month no-snipe rule. They repeatedly denied stockpiling chapters and just rushed translating the chapters in a panic. If that's true that means they're lazy as fuck, like a student only doing homework the night before the deadline.
