Except Licht didn't know who he was resurrecting when he brought back Aria and her generals. His only thought was that there should be someone powerful in the bottom on the dungeon and didn't care who would be risen. And I've always found it strange that only the five of them were revived.
The story implies that the dungeon only ever had the 5 of them

I still don't see this as a problem. Destroyed bases, sites of mass battles, villages of slaughtered supporters and so on. If they were truely serious about raising an army, Licht could do so in rather short order. They might have to rekill a few respawning belligerent along the way, but cheap labor is cheap.

I mean, there you go.... he wanted POWERFUL people revived and got them, him not reviving fodder because he didnt want fodder revived is a pretty good bit of proof he still needs to know who he's reviving

Not really, no. I mean sure power was a main objective, but I doubt he would have cared if he also resurrected a support staff along with the demonlord and her generals. He just wanted someone to help, and didn't care what form it took. So the fact that only 5 females were resurrected is more a conscious choice of the author to make his OC an instantaneous heram, then the reality that they were the only demons in the bottom of that tomb.
