He can resurrect them from bones no problem. Remember the Saint.
From bones yes, they have to be there though, might be a problem if the princess loses her head.
Nope, he revived the demon lord army with nothing but their "souls" lol. His skill is so broken that entities died hundred of years ago with no remains could still be revived.
Their graves were there, we have no indication that the bodies were carried away or anything, but we do know that some villagers were still dead after the last time Licht showed up after a village massacre.

Elf Princess feigns making a noble sacrifice for her people but in her mind she's like:

"Well what the fuck does it matter if I die, we just allied with a guy who has perfect Resurrection magic? Yeah I'll 'sacrifice' myself for the people."

She doesn't even die, the two high elves show up and take over the fight

Care to point out the part where people remain dead? Because it'd be a big deal to him if there's actually case of impossible to resurrect and I don't recall there ever being such.

Also unless those monsters have super fast digestion, the body parts would be inside their stomach still.

Licht's resurrection is pure Plotanium. There is literally nothing or no-one he cannot resurrect if the Plot calls for it.

The only limit i can see, and the "explanation" for the remaining dead is that those souls already willingly "passed on" and either reincarnated, Isekaied, or went on to whatever Eternal Reward they believed in.
Which in and of itself is a classic principle within the resurrection trope: you cannot resurrect someone "as a Good Guy™" if the soul is unwilling. ( Necromancy/Dark Magic is quite another matter...)

You're right, it's always as the plot dictates, because the Hero/Saint girl would definitely be in the willingly passed on camp and was totally against being resurrected.
