Mostly to keep up the horny comedy vibe of the series, partly to have an excuse to keep the authorities out of it, and partly because of the outdated "it's not SA if beautiful women are throwing themselves at a guy" mentality. Which, again, is mostly in service of the horny comedy vibe.

Besides, you have to admit that it does sound pretty ridiculous the way he actually described it.

Also even putting all of that aside, so much of his life is so weird he sounds like he can't discern reality and fantasy even if it is true. Like even in the context of this being a horny ecchi series, Hanana being able to give people titfucks so intense that they de-age is some wild shit that can only be explained by supernatural stuff that normal cops wouldn't believe-- the Oni and Fox in Mononoke Sharing did the same thing to some playboys at the pool
