Words and their usage can change over time, same with the word loli, woke, and cuss words.

Yeah sure maybe the word loli wasn't as prominent then, but the way it's being used now describes a petite fictional female character, mostly from anime or manga. And loli is more so used as a body time than age, and I know everyone will roll their eyes at this but look at the the typical 10000yo loli vampire sex demon girl troupe. Yeah sure you might be afraid of the word letter word but that doesn't change the fact that loli is used as a way to describe a body type these days, and honestly, it's just easier to say loli instead of midget girl or short girl and we'll all know what to thing of.

The way it's used now for short older females is that the short older females LOOK like children... not that they are short... but that they actually look and can fully be mistaken as children... and not just height...

It's honestly just a way for them to add little girls without it being fake.

They literally use the term "legal loli" because she looks like a child but is legal in age. They literally want to add a loli but the legal age is an issue...

So no, it's not just them using a term differently or using the term for a catch all for short girls... they literally want little girls...
