The stranger noname character that the cast hasn‘t met in years randomly having infinite agency and revealing something crazy to shake up things is a classic, tbh.
But I have to agree with you on this one. It is dogshit writing and almost never enjoyable and here it actually does feel incredibly randomly forced.

BUT it is wild that I prefer this over the black hair guy still. That creep getting away with everything, nobody speaking up and FML turning insanely naive around him is worse.

She has been wearing that armband since the beginning, and Mincheol has already shown concern about it in the previous chapters (25, 31). It was clear it would become a plot point at some point. Also, if he has not brought it up until now is obviously because neither him nor Haneul want to talk about it.
