Isekai is a low-cost genre, it's not supposed to have that much depth. Think about this: if an author has a really good idea of a cool villain with cool plot twist shenanigans then this same author would think of making the next Death Note and not "I reincarnated as a sword with tentacles".

Take for example Alya-san, this manga was supposed to be an isekai, but the author thought it would work better as a romantic comedy, and it sure does.

The "halfbakedness" of isekai villains is in line with the genre.
