And instead of letting students fill those numbers they're stuck in their bureaucratic traditionalism not letting students in last minute. They'd rather have an "empty" party than be flexible about that deadline

Mom gonna be fine. Her health becomes stable since her emotional issues are resolved, her work is getting healthier too.

Could be a misinterpretation on the TL's part, what she said would make sense if they had requests from students to fill a spot if there was a cancellation, and that she couldn't bump Maki up the list.
