I'm very confused, in the first chapter it was stated that he is going to move when entering grade 10, but in this chapter they are already in highschool, that's grade 10 at the very least, so why hasn't he move away then?

Oww you're right, didn't even notice that, maybe there was an error in the translation and it was supposed to mean after finishing grade 10? Who knows...
