i checked and it seems they didnt steal other people's scanlated chapters, but have a self publishing part on their site so other people can upload their translations there... but, i saw they did steal official licensed chapters from mangas, and i saw people mention those official chapters were put behind paywall too with philia watermarks...

For this series specifically, the new chapter is only paywalled for a few hours before it turns free. Idk why they do it that way, since anyone who see's it during that timeframe will get the impression it will be locked for a week or more like their other series when it's not, but they do.
