Create a role for chapter greenlighting

As I understand it, moderators are the ones greenlighting chapters posted by new users. Unfortunately, this cant take a bit of time depending on the time of day, if the mods are available and especially if the chapter is in another language.
So why not create a special role for willing trusted users that'll make them able to greenlight chapters. That way moderators would have their tasks alleviated, and. with enough people for the role, chapter greenlighting would be (hopefully) be faster.

Alternatively, you could add this feature to the Contributor rank/role.

Although, idk if staff would want to add a "greenlighting ability" to the ~370 Contributor users we currently have.

This thread exists, but it was locked a long while ago. And judging by the fact that there are even Contributors with relatively recent join dates, it's evident that the role is still currently being given out.
