Their safety is only based on other parties fighting each other to reap their rewards. Its like they apart of the Yakuza now for lack of a better word.

I feel like itd have been more realistic that the moment it showed they had the ability to prolong orbs that certain countries would be after them from the behind it was one aspect I never liked in this series.

That said I get the feeling multiple countries will get p0wned in combats over this.

I think my problem with this work is how they talk detrimental possibilities but throw caution to the wind when they hand orbs. At least pretend to search for six months before you tell anyone you have it, you know? It gets annoying when characters have selective intelligence.

Him being there would mean that he knows about the request as he still holds authority. No surprises there when he does this. He probably planned to use the orb on himself given how this fuckwad's view of himself.
