Because they exist solely due to a conscious decision by the author to put these characters in close proximity and blue ball us. This chapter was the first original to the manga. As a manga instead of a twitter comic the author has to flesh out the world a little more. It really felt more like a framing device to help tie together fleshing out the world. If it continues past this chapter it will get annoying though
