If I understood what the octopussy boss said in this chapter, their technology to make these suits, which gives them such powerful abilities need living people to be made, so they go around the universe extincting entire races because their technology stagnated.
Or in a more Gantz twist, this "technology" they become dependent on was "given" to them, as their original bodies are very fragile I would bet that their race creating this technology by themselves is kind difficult, so it wouldn't be farfetched that someone or something though that would be fun to give these octopussies a fighting chance, just to see where it goes.
With how this series goes hard on the existential dread and pure evilness that "people" can have... I wouldn't be surprised.
