You can say that, but essentially Hana is not Aya's sister in this case. She's her number two and it's Aya's job to uphold order, among the other students as well as within her guard team. While Hana was the instigator, Aya - as her team leader - failed to prevent this mess all along. She reacted like a guard should when Hana lit the fuse, and she managed to keep it at least mostly under control, but the correct answer to that would have been to reprimand Hana and say no.

You are right that everyone in Team A shares in the blame - Kaede and Aya were so infatuated and overwhelmed that they went along with all the crap. Let a girl go inside a locker with Sou? What the heck did they smoke? That is what someone looking at it from afar would say. That was dangerous. And it shouldn't have happened, plain and simple.

You have to think about the setting of that school. These girls are bodyguards in training. And an Escort Girl needs to put the safety of her protectee above everyone and everything else. Always. Team leaders in particular. They need to make 100% sure no harm is done. As a girl you could probably get expelled for less in that school.

And I'm pretty sure Sou was fully on board, so professionally speaking we should credit her for managing to arrange a major compromise as it is.

Well, Kakki is actually getting blamed as well. The translator keeps stubbornly writing "Konno sisters / the Konnos" (which in japanese would have been 紺野姉妹, Konno shimai), but in the raws everyone has been saying the generic "紺野達, Konno-tachi", "Konno and the others / Konno's group", which is just referring to the whole A guard group, just like the E guard group has always been referred to as "美紅達, Miku-tachi".

Anyway, I agree that Aya pretty much acted in a professional way. They even dscussed about trying to stall until the teacher arrived, but opted to just do it in a controlled and supervised way because the girls were already too excited and Sou was fully committed after Yurichan-sama tried to belittle him in front of everyone. Even when one member of the useless dogeza duo was about to cross the line during her hug, Aya immediately smacked her.

The real problem is that the other people are interpreting what they hear in a malicious way because of how delicate and helpless the men of that world generally are. When in reality it was a weird but lighthearted event that made everyone involved happy and more accustomed to interacting with the opposite sex. Hell, it had worked so well that the E class girls went from shivering in fear of being rejected to wanting to organize a welcome party for him, which would have made Sou feel finally accepted by the class.
