In all fairness, the girls in this world incentivized to act this way, to hide their true intentions.

The strategy is as follows:
First enter the orbit, then slip into DMs and hang-out with friend group - don't make any too obvious moves that would make him downright reject you (game over scenario) or be annoyed with you -
then slowly make him notice you, charm him and make him fall for you.

And a then a little bit of extra push when he's already very comfortable with you and least expects it and is incapable of saying no anymore - because he's charmed and you're already sitting (riding) on top of him.

Seira was actually playing the same long game, but then felt pressured for time (saw competitors) and just wildly overplayed her hand. She moved too fast and too creepily and aggressively...

What happened to Seira is exactly why other girls play it "very safe", except for Yuka, Yuka is a player and she scored and executed her strategy to perfection.

The manga is adapting the light novel, not the web novel (which is for the better, since some sequences were rewritten and placed differently for better flow, and more interactions were added for the characters between the major developments).

Manga Ch.22 ends about a third of the way through Light Novel Vol.3 Ch.1 Part 4, though the manga did shuffle the order that these events are shown, which makes their impact different for a visual medium and maintains the story's structural flow in a different way.

Manga Ch.21 page 29 wraps up LN Vol.3 Ch.1 Part 1. The manga then cuts to LN Vol.3 Ch.1 Part 4 up through the first section break, which preserves Seira's perspective in the manga and allows the chapter to end ominously on Seira's slasher smile. Manga Ch.22 then jumps back to Masato's perspective in LN Vol.3 Ch.1 Part 2 up through Part 3 where Masato contacts Seira, so there's a little levity involving Shiori and some conversations with his co-workers. This also keeps Seira out of the picture until her sudden startling appearance during Masato's walk home. But this is where the manga is playing with the medium.

It uses Seira's sudden appearance as a stinger. We haven't seen her all chapter, leaving the manga reader to rightly worry about her state of mind here. But any reader of the light novel will know that, since LN Vol.3 Ch.1 Part 4 is from Seira's perspective, she has already read Masato's text offering an apology and asking to meet up and talk, which immediately cools her dark thoughts and strengthens her negative self-image instead because of what she was planning to do. So while this shot is ominous in the manga, in the light novel, she's already reflecting on what a terrible woman she is when Masato meets her here in the rain. I have no doubts that Manga Ch.23 will return to the first section break in LN Vol.3 Ch.1 Part 4 and follow Seira's perspective before she gets to this point, though it could also play the ominous aspects for a page or two until Masato gets closer for a better look at her expression and state of mind.

Honestly, I'm rather pleased with how the manga has shuffled the events as presented to maintain some dark and foreboding scenes as cliffhangers. The visual impact is definitely more impressive, especially since manga chapters are usually restricted to a specific number of pages compared to a light novel chapter, so the presentation and story beats need to be tighter.
