They're more or less tied to keeping "Balance" because too much or too less of things is not good, especially when it creates power struggle.

Also Yayoi's feat is tougher than it looks, like we're talking about God level tier here.

Crimes happen even in countries with excellent police. The Spiritualists are very limited in number, and survival in a battle with a powerful ghost can come down to luck. They can do plenty of good by maintaining the safety of heavily traveled places, and none if they die in fights against monstrosities so strong that they're instinctively avoided by the public. It's also been made clear that smart ghosts will flee or hide from powerful enemies. Yayoi doesn't look like a threat, needs to amass power quickly, is willing to take huge risks, and feels no obligation to serve the public.

Sort of unclear if she actually made things worse on a grand scale. Short term, the power vacuum is creating a lot of problems. Long term, a single extremely powerful ghost kills more people per year and involves way more risk to exorcise than a lot of lesser ghosts.

Yayoi's stunt basically status quo vs possible breakthrough. Status quo is nice, not having such powerful threat is also nice for average people that are not top ones. If they can manage turbulent period of power vaccuum, and actually dealt with the more dangerous fellas, the weaker ones will be more manageable
