Nah, it's 100% a Conan reference for the opening page, though it's LKR references for the chapter itself where he's doing "cute kid attacks" on everyone. This manga's already made Conan references before and the checkerboard floor matches Koi Wa Thrill's opening, and though you don't see it very well in the Koi Wa Thrill opening itself, the shoes he's wearing there are Conan's super-shoes (importantly, the circular button on the side that does his power-kick move is still drawn here).

(You could also make a case that he's wearing Conan's bowtie too, but that isn't specifically distinguishable from the front vs a normal bowtie)
