It's his own fault that they are still there. He told her he would wash her if she went home. She didn't go home, but he still did it. That's not how you train her.
Look lets be honest, the time to "train" them is over, she still gonna do what she wants, regardless of whether he did washed her or not. All he can do is use various tactics to persuade her to do what he wants. We already knew this from before, but this is the first time(I remember) him actually admitting to it. I'm also assuming he was looking to see if she was 'rebranded' when he washed her or some other form of manipulation(at least that's how the after-bath scene was implied).
