Well, less than a decade before the war, a terrible famine caused either willfully or through bad policies wrecked Ukraine, and there was a significant German collaborationist movement / pro-independence partisans in Ukraine during the war. So the relationship was really complicated, though worth noting that Stalin's successor, Khruschev, was a Ukrainian himself.
