My guess is that the world is less a "post-apocalypse" and likely one of psuedo-scifi origin, where magic is just an intrinsic power in nature and tech progressed along side it. Said dragon is likely just a bi-product of an extremely accelerated biosphere needing a consistent omnivore to process magical breakdown similar to the advent of creatures in the oceans being able to process and break down plastics, or the artificial breeding of worms for the same purpose.
Fair chance Le Dragon is just a big ol' god or god-vessel, though. Convenient writing tends to win out over interesting worldbuilding.
