I think it's interesting that their chaperoné says the same thing Kitami did 2 chapters ago; that wiping them all out is impossible. I suspect and predict that the author wants to make the point that while xenophobia might have real underlying causes, the people affected often take the wrong conclusions out of ignorance. Or they're just psychos like Nomamoto.

More likely I think she can't keep promises with her prey. The aliens are screwed because her appetite is insatiable. She's still backed into a corner until she can kill them herself but if her stomach and bite force are superhuman she's probably not as vulnerable as she seems. All it takes is a late food delivery and the people coming at her for revenge arrive to a scene of carnage.
