Iunno, the story made sense to me. Nomamoto is just written as an extremely carefree character who from time to time would ponder her own lack of goals just to be distracted by more food. The relationship between the company and the duo is addled with distrust and aims of personal gain since the start, so they're keeping a facade that nothing is wrong. The tailing sidequest is just a plot device for Nomamoto's inner monologue. Though I will agree that Kitami's story is progressing quicker than I expect.

The writing is unconventional, sure but everything is still consistent. And is still interesting enough to earn my attention at the very least
