He's definitely being used by the cult, same as Oswell. I thought he thought he was the one using the cult, and was about to do something big towards his own ends, but just letting the rest of the Stromheim group go home plays more into the cult's plans than his own (since Calvina has been compromised by the cult).

Instead it's starting to look more and more like Karameiz is the rogue element in the cult, turning her attention towards cultivating Akira into a new Shadow.

Nah, it's been this way since the timeskip from his childhood, aka for majority of the story.
Which, i guess technically it was a battle against a singularity (the summoner witch from this arc), but it's been fairly consistent on this point.
