Take responsibility for the sealed person? What does that even mean? Accept a poisoned dagger in the throat in the middle of the night? Or keep the poor man imprisoned behind locked doors for the rest of his life? It's the worst thing you can do to a magician, so why would the magician just live happily and obediently afterwards? Obviously any normal person would try to exact revenge. If the one performing the sealing doesn't make herself available for a revenge, the victim can always start a fire, for example, to bring a palace or two down. Or steal stuff left and right and cause other trouble. He has got nothing to lose anymore, after all. Will he then be thrown into a prison? If so, what's the point of this whole take care of him for the rest of his life? Such grand hypocricy. Just kill the man and stop pretending to be all righteous and responsible.
Unless, of course, their sealing method practically renders the man so invalid he's incapable of even eating on his own. So, he will live in disgrace in the hands of his enemies for a few years, until finally death releases him from his suffering.
