Aria herself is one of the Shadows and someone even the other singularities don't want to have smoke with. I don't really see her stepping in unless all the other nations officially declare Akira a world-class threat that needs to be dealt with(And if they just keep fucking around trying to kill/seal him on sight, they may just end up with a case of self-fufilling prophecy).

Nah, he just needs half a dozen chapters to get himself riled up first. It's always the same. He hasn't got much personal drive, after all. And no personal agenda whatsoever. It's difficult for him to get motivated. If Medis was in danger, maybe he would do something a bit sooner, but if it's just about Akira himself, he's as slow as a snail wading in tar.
