Its a clear rule violation, go to the chapters, click report, and in the drop down for reason, select "watermarked images". Enough reports and mods will get on them... could also just be that no one is reporting in the first place.

Your missing a clear difference here. None of those obstruct speech, they manually place them so they are not really in the way. That wasn't the case here.
