MangaDex got hacked at one point and they actually shut the site down entirely for a bit until they could get version 3 (the one we're using now) ready enough to use to avoid additional hacks. But that didn't include commenting, so there was a long period of nearly a year when commenting wasn't possible. That's why you'll see mangas that used to get hundreds of comments per chapter suddenly having very few or even none.
