I think the 14 years old is referring to Chuunibyou. Chuunibyou lit. meaning is middle school second year sickness. 14 is the typical age of second year middle school student. People typically "graduated" from it in high school (so as early as 2 years).

Not really. The executives want to spy on Ryuka and Van from a distance. The Ogre Organs want to pamper Ryuka, which would prevent the beach episode from serving as an opportunity for the childhood friendship to blossom into romance.
