I think Cecily would've been able to tell if they were impostors, but as for blocking the road, they've likely had to resort to becoming common bandits, given that it hasn't been long since their nation fell and they've got the princess with them. Any risk of enemy soldiers identifying them is too much. I think Cecily herself was presumed dead from how she and Shirou escaped, but I'd have to go back to double-check.
