I mean getting able to get help from the prof might've been the main point so that someone else can praise/acknowledge his hard work as opposed to just going to some manga cafe with internet access or some pc/laptop rental or so (actually know that i think about it, a lot of the manga i've read that have had the charas visit libraries only focused on books and rarely showed comps lol, maybe they're 'behind' on it the same way ppl still used flip phones for the longest time before switching to smartphones)

That let you run a programming environment? Usually public terminals in libraries are pretty locked down, at least in the US. There are some web-based tools that let you play with Python and stuff but they're limited.

Online compilers are enough to follow along with any beginner textbook though. Eventually he is going to have to invest in a shitty laptop, but he would have to do that anyways for his career.
