Clothes vs magic steam vs beams of light. Not many options to keep things pg-friendly and all of them somewhat silly or bad.
Also the lack of beer and sausage are disturbing me.

This resort is very unrealistic, you'd build all of those saunas much closer if not to the shore of the lake. Lakeside sauna is the best afterall! And no pesky "environmental" rules and regulations to stop you yet. The lake turns into a swamp in 200 years? Not an issue, you're dead!
Nowadays we take care of our countless lakes better, but in the past, there were no legislation about how close to the water, if not even on it, you could build. While unhandled agricultural waste/by products were the main source of euthropication, the day to day waste from human habitation doesn't help either. Didn't help, that we didn't really as a species understand the pollution effect, especially in modern times that we can have. Strict distance limits to the shore, proper filtration of the waste waters, education and improvement on waste management and products have gotten many of our lakes back to good health, but there are many that have been irrevocably turned "swampy" by centuries of human habitation.
However, if you do own a lakeside sauna that was built
before these regulations, you get to keep it. You can't remodel it, just restore or renovate and should it say burn down, you can't rebuild it. This makes old lakeside cottages or plots with a lakeside sauna soar in value, compared to their actual size or condition.
