The cat has to trust you and even then they can easily get overstimulated. We have three cats and "my" cat wont let my wife touch her belly. The male cat is a man whore who will let anyone give him belly rubs at any time of day. The other female cat hates being touched in general unless its on her terms.

I've rubbed the bellies of several cats, and they are mostly fine with it. I have a fluffy female cat who enjoys receiving vigorous belly rubs from me for several minutes at a time.
