The Demon Lord is basically a cork on the Goddesses's powers created by Father God because they were all bitches who started wars of ego and pride (not an exaggeration). The condition of regaining their power was purposely vague in order for them to learn their lessons (that being, not be bitches who don't care about humans and life).

Sun Goddess is too egotistical to learn (despite the nerf), but Love Goddess understood the assignment and succeeded at the last minute, thus regaining her power (probably). the other Goddesses also seem to learn somewhat, though they seem to prioritize their Heroes more so than humanity in general.
