Since people seems to be confused about Okita's and Nobu's stats, I'll clarify it in one sentence: FGO's gameplay means jackshit here.

Lorewise, Okita is a bottom-barrel Servant with the terrible stats due to her being a modern Heroic Servant, even more so in this work than in FGO since this HGW takes place in 1945(barely 70 years or so after her death), who didn't achieve much in life and died really young, and is probably the worst Saber with no outstanding skills whatsoever.

On the other hand, Nobu is powerbeast of the highest level, especially in a Japan. Has powerful Noble Phanstasms, her Military Tactics and Demon King skills go hand to hand to work against multiple oponents and Tenka Fubu is such a cheat that she could even go one on one against Gilgamesh with no problem.

However, even though Nobu should have the upperhand in fame, firepower, Class advantage and probably Mana output thanks to her Master, Okita's lackuster moveset is ironically the perfect counter against her, which I assume will be the principal point of the story

Well her FGO profile says that despite becoming a servant, she still has TB which greatly lowers her stats. they even point out that she is closer to an assassin than a saber.

I don't think they're complaining about how low her stats are, but about how they're inconsistent with the bars. Her E ranked stat has more "bars" than her D ranked stats.

People already know Okita is basically a trash tier servant who makes up for her weak stats with her ungodly skill.

Ok, seriously, even if everyone didn't know who Nobu was already, giving her the skills "Tenka Fubu" and "Demon King" makes it insultingly obvious.
EDIT: And he even says it straight out in the next page, so why bother hiding her name at all?

Technically, Okita isn't the worst Saber you can get since if nothing else her skill is pretty good and she has a super diet version of Iskander's Ioniai Hetairoi. Nero is a pretty mediocre swordfighter by all accounts and gets by because of Imperial Priv. and Caesar's personality makes him absolutely awful of a Servant within the Saber Class. Plus, she's pretty low on the mana upkeep since her Noble Phantasms aren't the core of her skill aside from the Haori, which isn't that core to her fighting power, as opposed to someone like Bedivere who only qualifies as a Heroic Spirit due to his actions in the singularity with Airgetlamh.

I'd personally put Gilles de Rais or True History Lakshimibai as the weakest Sabers, since the former is not a particularly notable knight aside from his later actions in life, and the latter is a queen who is famous for her defeat and lacks the romanticization of Okita. That's just speculation on the latter though.

I don't think no one is saying okita is bad gameplay wise. She can out dps Arthuria, Mordred, Nero, Void Shiki, etc. The only one she loses to in raw damage is Musashi. and that's not even counting her high crit potential along with great np gen. Pair her with a crit star generator (i.e Jack the ripper) or a crit buff (i.e Merlin) and Okita will carry you.

Only real downsides is that okita has the lowest hp out of all the sabers cause TB and doesn't have any party buffs
