Since people seems to be confused about Okita's and Nobu's stats, I'll clarify it in one sentence: FGO's gameplay means jackshit here.
Lorewise, Okita is a bottom-barrel Servant with the terrible stats due to her being a modern Heroic Servant, even more so in this work than in FGO since this HGW takes place in 1945(barely 70 years or so after her death), who didn't achieve much in life and died really young, and is probably the worst Saber with no outstanding skills whatsoever.
On the other hand, Nobu is powerbeast of the highest level, especially in a Japan. Has powerful Noble Phanstasms, her Military Tactics and Demon King skills go hand to hand to work against multiple oponents and Tenka Fubu is such a cheat that she could even go one on one against Gilgamesh with no problem.
However, even though Nobu should have the upperhand in fame, firepower, Class advantage and probably Mana output thanks to her Master, Okita's lackuster moveset is ironically the perfect counter against her, which I assume will be the principal point of the story
