Raul has followed a pretty strict "eye for an eye" rule for his revenge and bernard is his... brother i think. So unless bernard actively did something to him i don't think raul will harm him.

If you go back to chapter 88 and read from there it will refresh your memory. He was married to Raoul's sister, was using his status as a victim of Raoul to mooch off of people, and helped the national mages by convincing people to be sacrifices for their black magic.

He was shown in the earlier chapters (IIRC chapter 3) though it gave the impression he was killed off too.
