You're basically describing somebody who unleash a rabid dog, who's more at fault the rabid dog who was being held back by chains, or the person who unlock those chains. Even if Victoria wanted to do those things, she never would have acted on it if Christina and the goddess hadn't messed with her head, I'm not excusing Victoria, but I am more of the blame on Christina and the goddess or the ones who set her loose. He did no such thing. He encountered the situation with Theodora and the Goddess of Abundance before he could do anything with Victoria, and Theodora is of much higher priority in his mind. The angels were just giving her the treatment they would give a normal Queen of Hell, since she technically now is one and Raoul hadn't given them any other instructions, hence all the confusion they were having about what to do.Ugh, I thought Victoria was going to end up locked in a hellish dungeon and continue to be punished, and instead Raoul seems to genuinely forgive her for what she did and take care of her, making her a new Princess of Hell this time.
