I thought Raoul could basically see into anyone's mind, so hypothetically (if this stuff actually happened) he should have known about it anyway.

Going back a couple chapters, she's currently awake and watching all this, so I don't know if there will be a rug-pull moment when we find the whole thing was fake memories and she's truly the awful person we were led to believe she is or if something else will happen.

I don't see this playing out as a redemption arc. I think they'll use some part of it to free Theodora.

But as far as stuff with Raoul goes she herself has doesn’t done anything to him. Plus, she had probably one of the worst punishments in the entire series.

Make of it what you will but the author actually stated in the afterword for volume 5 that they had this planned for Victoria since the beginning of when they stared writing this story

And you're forgetting that they explicitly stated that if she hadn't already had such thoughts that the Goddess wouldn't have been able to take her over and do so.

In summary:

Considering Raoul used this god's appearance to trick King Kurtz (and potentially the other gods as well in that meeting), there's a good chance Raoul already knows about what happened and already off-screened them. We just don't know when that happened in the timeline yet.

This flashback is for the benefit of Hell's minions (and us, the readers... but looking at some comments, what difference is there, really). If Raoul already knows what happened with her at this point in the story, when did he find out? TBD by author at this point... maybe around the time this story transitioned into a battle against the gods?

Also, it's not like Raoul ever cleared her soul as "pure," and sent her on her way. He "married" her and pulled her down into hell with him, so it's likely she's got unclean hands like he's got unclean hands from each of their own actions over the years, whether under the influence/manipulation or not. We just haven't seen yet how she devolved over the years after this inflection point.

She got manipulated and tortured from childhood by her own father and an actual god. Kids don't get to choose who raises them or what they're taught is right. Someone groomed from birth isn't the same as an adult who had options and chose cruelty anyway. Monsters aren't born, they're made.
