This new girl doesn't even have a name, she's not being set up as a rival at all. She's been introduced just to highlight Momoko's uneasiness about the secret relationship, I expect she'll disappear entirely after this scene.

The actual threat to the relationship (if this goes past three volumes) will be Kaede's friend Chihiro.

Momoko kept wanting to hold hands and kiss, and was being rebuffed at every turn due to others being around and a fear of being found out. (unless I've had the two switched this entire series, name-wise. Wouldn't be the first time.)

Brevity above you pointing out that this other girl wasn't even named (yet, at least) could very well mean that she's nothing more than a narrative device to push Momoko toward being even more direct when it comes to her affection for Kaede is a good observation, I think--as it would also mean that Momoko breaks even further from her presumed persona that she's historically had.

Her getting real aggressive and pushy would actually be kind of nice to see--I'm not normally into that sort of power dynamic in a relationship, but I sorta think Kaede needs it, provided it doesn't cross over into something coercion/dubious consent of stuff (and I don't really see that happening here).
It'll also be important if(when) Chihiro starts acting up and getting upset that "her precious Kaede" is being "taken". I still think there's something to that, and she wasn't merely acting out to help push Kaede & Momoko together in the first place.
She sorta feels like a Sayaka from Bloom Into You to me, at least in that 'best friend who has feelings for one of the leads but assumes they're not romantic-coded so settles for the bff proximity privilege' type deal. So her deciding to stick her nose into the Main Pair's business is my guess as to future plot points, and Momoko growing assertive and comfortable pushing Kaede's boundaries to get her to be at ease expressing their affection and closeness in mixed company could help stave off any future Triangle Drama.

That's definitely true but that's also the point; we already know why this is happening, what will happen in the middle and what the end will be. Few stories take this plotline in an interesting and unique direction. What this means is unless this is resolved next chapter, I already know what the following couple chapters will be about, what character decisions will happen and how it'll all resolve. Instantly, interest is lost. She can be fueled in an infinite number of other ways than this.

Still, as long as she rejects this proposition, I'll be fine. My comments are only based on if the story has her accept the proposition, or has her act unsure of how to answer. It should be an immediate "No," to open next chapter. Anything else is character ruining for me.

Well, lets face it... It already reached the end goal last chapter. So if its not ending now it means it will only unnecessarily drag from now on. Which sucks tbh.
I hope for Moko to intervene so the girl backs off, but...
Kaede is too insecure to face a declaration like that properly so i guess shes bound to hurt Moko accepting the girls request.
Moko was already getting displeased with not being made public or lacking proper "rights" to have attention and also, theres Chihiro hoping for their downfall.
Unfortunately, seems like it will be an annoying cycle starting now.
