They're both mature and consenting adults, and he's not her direct boss either, so it's not a creepy situation either, remember she's the same age as Rio, around 28/29, and I doubt the chief is that old. If she were on her late teens I'd agree, but I don't think they're a bad couple, the author is doing a good job at making their relationship a slow paced one.
