I read this as Shunpei continually looking back toward An even as he approached the school, so the teacher thought perhaps he had seen someone behind him. Poor boy was so lost in thought his head was physically pointing him back where his heart wanted to go

I don't think there'll be any romance between the new teacher and Luluca. My guess is this will be a short arc centered in first crushes and unrequited love, and how to deal with it. The guy is an adult teacher-in-training. I doubt he'll jeopardize his future commiting anything ilegal.
