Not quite, see... Glasses are what elevates a girl above all others.
Catgirl features are a +1 to maybe a +3 depending on how fluffy they are, but Glasses start at +10 and go all the way up to infinity.
If a girl is completely crap in every other possible way, simply being a catgirl is NOT enough to counteract that. Better with than without, but still not worth bothering with.
Catgirl Meganekko though... even lolis start to look acceptable.

Plus the trouble with catgirls is that a lot of them fall afoul of the 4-ears effect. i.e. They have human ears as well as cat ears, which just looks ALL sorts of wrong and makes the whole thing into an overall negative. Nobody needs 2 sets of ears.
